TLDR : Answer Summary
The Mae Sai border remains relaxed regarding visa policies, with recent experiences indicating easy entry for those eligible for visa exemptions. A $10 fee or 500 Thai baht is required for a 30-day stamp, and there are currently no reports of the border tightening regulations.
At this time there are NO reports of the Mae Sai - Tachiliek border "tightening up" AT ALL. :O
IF you are from one of the countries that can get TWO 30 day visa exempt entries by land in a calendar year AND you haven't burned thru both of them yet, you'll have no problem bouncing out and back in at that border crossing.
In fact they won't even stamp you OUT of thailand if you can't stamp back in (that's because you only get a day pass to burma and you can't really go anywhere so you'd be stuck there if they stamped you out of thailand without you being able to get back in).
