Yes I got it in September applying from turkey in 3 weeks, I didn't have any issues as I had good paperwork for workation

Not recently but last year a Syrian passport holder living in UAE got it, but it took him over 2 months to be approved. We were in the same DTV thread on Reddit. This was when the DTV had just become officially available.
