You do have to fill in the TDAC if you'll be crossing immigration. That will present some problems because you won't have any information to fill in for where you'll be staying. So just make it up, or find the airport address. To be honest what you put doesn't really matter because no one checks the information. The system just checks that you have submitted the document.
