TLDR : Answer Summary
While it is generally confusing, you can convert a multiple entry tourist visa into a retirement visa in Thailand. However, you might need to wait for your current tourist visa to expire or ensure that your entry stamp is still valid. It's essential to meet financial requirements set by your local immigration office, and it's noted that having a single entry tourist visa is easier for conversion since it is no longer valid once you enter Thailand.

Yes you can. You will need either 15 or 21 days remaining on your current stamp plus meeting the financial requirements of your local immigration office

You might need to wait until after your visa expires but your entry stamp is still valid. This is because it's technically not possible to have 2 visas and a visa cannot be cancelled, so immigration might not want to convert you to retirement visa while your multiple entry tourist visa is still valid.
This isn't a problem with a single entry tourist visa since that's used when you enter Thailand and no longer valid
