TLDR : Answer Summary
The user is asking if they can submit supporting documents in PDF format instead of JPG for their visa application and whether they can apply for their visa in Hanoi after landing in Ho Chi Minh City. According to a comment, they can choose to apply in Hanoi even if they arrived in HCMC, but are advised to include their Hanoi hotel booking with their application.
just be sure to submit the PROOF of your being in Hanoi when you submit your application for the DTV visa. Dated hotel receipt, picture of you with dated newspaper ETC. May be asked for a copy of each of your passport pages. Others have been asked.
It is ok to travel to other areas once applied in Hanoi. If called for an interview he would have to go back to Hanoi. You have covered what is required.

You can send them an email in advance to let them know about the difference between your passport name and bank statement name. You can also include a note in your application explaining the difference.
