I am on a non o retirement visa , I am married with a daughter 15 and my wife is pregnant with 1 month to go. I am currently not sure if I am allowed or not to return to Thailand. In news that I've read it seems u need to have a marriage visa. My re entry permit is valid till February, if I do qualify to return what paperwork will I need to show and to who.

People on "retirement visas" (including extension of stays based on retirement) are not allowed to return to Thailand. People who are married, or supporting half Thai children are allowed to enter Thailand.
I recommend contacting your local Thai consulate and asking about how to get a Non-O Visa based on marriage to a Thai national, or a Non-O visa based on raising half-Thai child.
If your stay is the big stamp from Immigration with the text Extension of Stay permitted up to ../../.. and next to that retirement, you are indeed not allowed to come back into Thailand at the moment,
Option is to cancel this Extension of Stay and apply directly for a new Extension of Stay based on marriage with a Thai National before you leave and get the re-entry permit, Be aware this goes first 30 days under consideration, plan accordingly
