TLDR : Answer Summary
Yes, you can maintain the required 800,000 Baht for retirement visas in a foreign currency account at a Thai bank. However, it is essential to ensure that the amount held in the foreign currency account is equivalent to 800,000 Baht, taking into account fluctuating exchange rates.

and I just went thru and deleted every comment that wasn't directly related to the O/P's question about if you can use a foreign currency account to get your visa or your extension inside the country
The answer is you can use one for either retirement OR marriage visas/extensions.

You CAN have a "foreign currency" account at a thai bank in your name only to meet the proof of funds. KEEP in mind with flucuating currency rates you need to make sure you have the equivalent of 800K baht
