hello to all. I've been trying to get a visa twice already no O

Retiring from

Thai embassy in Spain and they ask me for insurance. I don't understand why, while O visa is not needed. Can you help me?

The embassy website doesn't list a Non-O based on being over 50, only the Non-OA
