Why doesn't Thailand limit entries for visa exempts to prevent refusal at the border?

Every day there are reports of people being refused entry often due to many visa exempts or visas even though they meet requirements. Silly question, if they dont want people in Thaiand using multiple entries why do they not just limit the entries so its not possible? At least then people would know and not get bloody stranded. Maybe force some to get correct visas also? They need to sort the bloody mess out there are so many inconsistencies. Rant over.

The author questions why the government does not impose stricter limits on entries to avoid confusion and potential stranded travelers, suggesting that clearer regulations would help to manage the situation better.
