Hello, I am planning to come to Thailand around November 10 as a retiree and settle in Hua Hin region. What is the deadline to get the 90 days visa if you apply online? Otherwise is it possible to take a tourist visa 60 days and once on the spot apply for long Stay retirement visa on the spot at the immigration office? Thanks for your good advice.

TLDR : Answer Summary
A retiree planning to settle in Hua Hin should apply for the NON-O retirement visa from their home country, as it cannot be obtained within Thailand unless you already have a Thai bank account. It's essential to start this process soon to meet the November 10 arrival date, as it may take 5 to 15 days for approval at the embassy. Alternatively, a tourist visa can be obtained first, but applying for the retirement visa in advance is recommended to avoid complications. There are resources available in Hua Hin, such as One Stop Hua Hin, which can assist with applying for the retirement visa locally, potentially allowing for an extension to a one-year visa.
