I hope it can be fixed in 3 weeks, actually if i get it in time i plan to start the process for a marriage visa, i need to start from scratch and open bank account etc.

the METV is valid for 6 months. You may encounter issues trying to apply for marriage visa if you do it while your METV is still valid. The processing time is also likely longer for the multi entry than the single entry. Why are you wanting the multiple entry if you just want to go to Thailand to apply for marriage visa?

it’s to get myself a Bank accont and buying some time, my job rotation is 14 days on and 14 days off, and i have already 7 stays in TH this year so I’m afraid at some point they will reject me if I continue with this.

you'll never be able to get a marriage visa/extension until you can stay in Thailand for long enough to make it through the under consideration period of both the non-O visa and the 1 year extension plus be available for a possible home visit from immigration. Around a month at least for the 1 year extension.

i know it’s a little complicated but in December and March i have 2x 6 weeks off from work will that be sufficient or is my only option to go the Elite way?

might be possible, but as I said you might have difficulty applying for a marriage visa while you have a METV that's already valid, since you can't cancel a visa.
