As for this section are you supposed to put your home country address or your current location address such as the hotel out of Thailand you are applying at?

TLDR : Answer Summary
When applying for a Thai visa, you should use the address of your current location, such as a hotel, rather than your home country address. The e-visa system requires applicants to be physically present in the country of the embassy where they are applying, and it will not allow applicants to proceed if they indicate they are in Thailand. Your current location is important for proof on your visa application.

Well you can't use e-visa system in Thailand, so if you are in Thailand and applying that's obviously going to be a red flag. To use the e-visa system at the very beginning it specifically asks where you are physically located. If you try to put Thailand in there it will not let you proceed. You must be physically in the country where the Thai embassy you are applying at is located, and that will be one of the questions on your visa application about proof of your current location.

Then you would use your permanent address as your home address, and choose "No" to the question at the bottom and put your temporary address, where you are currently staying.

Generally the only people who would choose "Yes" to that question would be people applying for a visa from their home country.
