If I get a DTV freelancer visa, I don't need to pay taxes in Thailand as long as I stay less than 180 days per year, right?

It means you're not deemed a tax resident. However even some people living more than 180 days in Thailand will also not be Thai Tax Residents, depending on individual circumstances and DTAs

Correct. To qualify for Thai Tax Residency you have to be in Thailand 180+ days in Thailand during the tax year which is same as the calendar year.
