TLDR : Answer Summary
You cannot apply for a retirement extension right away if you enter Thailand with a NON-O 90-day visa. Typically, you can only apply for an extension when you have 30 days or less left on your visa, or 45 days or less at certain offices like those in Chiang Mai, Bangkok, and Phuket. As for the 800k THB requirement, the money must be in your Thai bank account under your name for at least 2 months before applying for the extension. Insurance is not required for the retirement extension.
90 DAY REPORTING RESOURCES / SERVICES
Use the trusted Thailand 90 Day Reporting Service to get your in-person report done and mailed to you for as low as 375 THB (even if the online system doesn't work for you).
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.
And it has to remain 3 months post extension and not fall below
*****
0 in months 4 to 10, and then back up to
*****
0 again prior to a further extension.
Thatโs in most cases.
There are some people saying at certain banks the money has to be seasoned for longer periods.

ORIGINAL POSTER
Forgot to mention, yes the money has been in the thai bank account for over two months already but it was transferred from my wife's account at the same branch and not from overseas. I presume from previous posts that the source of funds is not a problem.
Nope you cannot, at most offices you can apply for an extension when you have 30 days or less left on your 90 day stamp and at some offices (Chiang Mai, Bangkok, Phuket) you can apply for an extension when you have 45 days or less left on your stamp
