TLDR : Answer Summary
After receiving the under consideration stamp in Chiang Mai, it is recommended to return on May 5 to finalize your visa extension process, as locals have confirmed this practice.

Chiang Mai was definitely telling people to return on the date the under consideration stamp was up to get the second 'extension of stay" stamp and close the loop on that extension process.

Go back on the 5th :)
