Well, if you are based in Thailand more that 180 days per year then you become a thai tax resident. Thai tax law states that any income remitted into Thailand in the same year it is earned is taxable in Thailand, subject of course to foreign tax agreements.
Sales tax is included in the membership, but you don't have any kind of income or residence tax based on having the Elite Visa. It is an extended tourist visa. If you buy property you may have some kind of tax for that, but it has nothing to do with the visa or membership in the program.
