TLDR : Answer Summary
The Elite Residence program itself does not require periodic income or residency taxes, as it is considered an extended tourist visa. Sales tax is included in the membership fee. However, if you become a tax resident in Thailand by spending more than 180 days per year in the country, any income remitted into Thailand may be subject to tax, although this is contingent upon foreign tax agreements.

and while this is an interesting topic unfortunately it is NOT a thai VISA related question.

Well, if you are based in Thailand more that 180 days per year then you become a thai tax resident. Thai tax law states that any income remitted into Thailand in the same year it is earned is taxable in Thailand, subject of course to foreign tax agreements.

Working in Thailand requires paying taxes, but you can't work in Thailand on the Elite Card Visa.

Sales tax is included in the membership, but you don't have any kind of income or residence tax based on having the Elite Visa. It is an extended tourist visa. If you buy property you may have some kind of tax for that, but it has nothing to do with the visa or membership in the program.
