TLDR : Answer Summary
The processing time for obtaining a Thailand eVisa in the Netherlands can vary by embassy, as there is no direct visit to the embassy; applications must be submitted online. Specifically, for individuals from Suriname, there are challenges, as it may not be listed for the eVisa system, which could affect the duration to obtain the visa. The typical response is that foreigners cannot receive a physical stamp, but rather a PDF document via email.

You cannot go to the Thai embassy in the Netherlands. They only allow online applications through the evisa system. Foreigners are not allowed to enter the embassy at all and you won't receive a stamp in your passport you'll receive a pdf by email.
