TLDR : Answer Summary
The process of applying for a Non-Immigrant B visa involves visiting the embassy in Manila with all necessary paperwork. Typically, you can submit your application in the morning and return the next day in the afternoon to pick up your passport with the visa.

You need to go embassy in Manila and apply with all the paperwork. Put in the morning day one, go back the next day in the afternoon pick up your passport with the visa in.

You get a work permit AFTER you get a Non-B and are inside the country. YOU have to go to the embassy and apply for your Non-B, your employer can't do it for you.
