Does my husband need to be a UK resident to apply for a Thai DTV visa from the London embassy?

London embassy just said my husband has to be a UK resident to apply for the DTV. Nowhere on the Thai evisa website does it say you have to apply from your country of residence. I've emailed them back saying this and that there is countless evidence of people applying with hotel bookings, and asking for more confirmation. Did anyone else get a response like this?
