Update: thanks for the advice. Both are open, if you go on foot then go to Promenada. If you have a vehicle (motorbike or car) you can use the drive thru service at immigration near the airport.
I chose airport. Took me a total of 15 minutes because I had to fill out the form. The officer gave me an extra blank form so I can prepare it beforehand next time.
I asked how long this drive thru service will continue to be available, and it sounds like it's not going away any time soon, so yay! Options!
