How should I submit a letter describing my stay purpose for a three-month visa application to the Embassy?

I am applying for a three-month visa, the Embassy has asked me for a letter describing the purpose of my stay and its program. The letter should be addressed to the Embassy. My question is whether to send the letter separately to the Embassy or is there a way to attach it to the visa application?

Update:

I received my under consideration stamp using the embassy letter (PHILIPPINES) valid until October 9, 2020. I will go back again on the said date as per the IO officer.
