Does my scanned passport photo need to be exactly 4x6 cm without any white background?

Dumb question but I scanned my 4x6cm photo and it has the photo in the center of a white background (sheet of paper) so it looks fairly small. Does this work or I need to crop the white background and make sure the actual jpg file size is also 4x6 cm?
