There's no flying in an out 3 times rule. It's all down to the Immigration Officer on the day whether you're granted entry or refused.

You cannot obtain the Non Imm OA visa inside Thailand.

For the non imm O visa the 800k doesn't need to be seasoned for 2 months, seasoning is only required for the 1 year extention of stay.
