 There's no flying in an out 3 times rule. It's all down to the Immigration Officer on the day whether you're granted entry or refused.

8 is confirmation of your employment status, ie, employed, self-employed, student or retired, it's NOT a bank statement

You need a 90 day Non Imm visa in order to apply for a 1 year extention of stay.

You cannot obtain the Non Imm OA visa inside Thailand.

Ask the Thai Embassy in Vientiane, only they can give you a definitive answer. Personally I wouldn't chance it.

กะลาสี หมา Similar but not the same. Non Imm O is a 90 days visa(acquired in or out of Thailand), the other a 1 year extention of stay(not a visa), only acquired in Country.

 For the non imm O visa the 800k doesn't need to be seasoned for 2 months, seasoning is only required for the 1 year extention of stay.
