You wont get the 1 year multi-entry based on being a guardian at Savannakhet without showing finances. Only the 90 day Non Imm O.

When should I do my border run for my Non-O visa expiring in July?

You can go to any border crossing, leave and re-enter before or on the 2nd July and you'll be stamped in for another 90 days, you can also get a 60 days visit Thai dependents extention taking you up to around 17 months from that visa.

Yep. Changing your passport wont change your travel history. It's all digitally stored and has been for years.
