No problem. You can even buy a condo as a visaless tourist. The property itself won't grant you special migratory rights, tho.

If it's a single entry, it will get cancelled automatically once you leave the Kingdom. At least I can vouch it worked like that for me in the past, but I didn't extended it in country, tho.

Was your visa application rejected or cancelled? If rejected, you should answer Yes. If cancelled, then No is OK, I think.

 he said he has a visa. Thai people don't need (can't have) Thai visas. But, yes, if he had a Thai passport he wouldn't need to file the DTAC.

 your country of residence is where you legally live. It doesn't need to be the same country as your passport. And Thailand is on the list.
