The COE is mostly for the airport. You'll be fine, have a safe trip man.

Immigration won't care, as long as the airport doesn't have a problem you're good to go.

No, you don't need the sim card to use it. Textnow is free, but you can pay for the upgraded version that removes ads and holds your number.

Textnow is a VIOP service, meaning it sends SMS and calls over the internet so as long as you have a data connection you can call or text anyone.

The downside to using the free version is if you don't send a text message or call in 7 days they take your number away.
