You don't need a certificate of residency, and most immigration offices will NOT issue them unless you're on a non immigrant visa and have completed 1 90 day report.

Thailand doesn't have electronic visas. You have to pre apply for the visa, and then send them your passport.

If you haven't mailed you passport yet you can change it.
