Technically, absolutely not.

Because Thailand, I've read some people get a covid extension off the STV, but they needed to demonstrate they actually couldn't fly back to their home country.

Don't count on not quarantining anything this year. Your best option is to fly into Phuket, spend 2 weeks down there, and then fly or drive up to Chiang Mai.
