I just plugged in 1940 (81 years old) for tipsinsure.com which I used in August to enter the Sandbox and it worked. Prices seem to have went up though, I paid about 2900 baht for a 30 day policy, this one says it's 4800.
If she's Thai, she needs it for the duration of the quarantine/sandbox. 30 days is the shortest policies I've seen them sell, which is sufficient for the COE.

Western Union can. My bank Krungsri has western union integrated into the website app, you can use to transfer money out of Thailand with. I just noticed it last week, haven't tired it yet though.
