 Yeah immigration been better about doing them in country since covid, still hit or miss though. Non-Os 100% can get in country though.

 No, you can apply for Non-Os in Thailand and transition from a tourist visa or visa exempt. Only Non-Bs cannot be obtained in country (and they sometimes can).
