you need too upload documents for them to see something that you applying for to be pre approved. For example visa ,picture of passport etc .

Don't worry I've looked at the Thai consulate in Sydney website and now it seems you don't need to show exemption as part of your application for TR visa .. but yes I'm not coming now . I was planning in July /August

it's very hard to get exemption these days from Australia. But Australia has a bubble with New Zealand from the 19th but New Zealand don't have restrictions to leave their country
