Your issue is the current Cambodia Thailand Border status. Given that problem if only by land then Nong Khai and cross the border to Laos. Get bus or train or fly to Udon Thani.

I think it is just a case of wait and see. The DTV was a scheme drawn up by the previous PM and the MFA. Politics change in Thailand quickly. I have said from the beginning it is the best option 1) Easier to extend in country 2) if border checks on activities are implemented you just show you are working remotely. No need to book and pay for more SP courses etc
Due to the ongoing tensions between Cambodia and Thailand it might not be the best place to apply for DTV right now. Not the highest priority for the Embassy
